that was my point - none of the existing standard instrumentation does
the job:  reporting bandwidth per "application" per user.

that's an interesting discussion and likely to make more heat than light.
I already have my opinion :)

anyways regardless of management "buss" protocol, how would this be deployed?

as pointed out previously, it's better to not require regular folks to 
flash their routers (may not be possible for some ISPs such as Verizon FIOS), 
that's why I suggested a small application users could install on their PCs.  

that doesn't solve the "aggregation" problem (what is the total used by all 
machines in my house?) but that could be solved with another small application,
or a spreadsheet, or ...
