Another role we probably need would be one that deals with the
security and integrity of the data once it is collected.  Security
during transport seems relatively straightforward: just encrypting the
data from end-to-end.

The other part, however, could prove a bit more interesting.  We
definitely want this data to be usable by any interested parties, and
we want them to think the data is reliable.  To that end, some sort of
"stamp of authenticity" ought to be placed on the data before it is
transmitted.  Further, this stamp should not be reversible such that
the identity of the data provider could be ascertained (should the
party not wish it).

To me, this all sounds like it fits in the "Transport/Server" working
group, but that group appears to be quite large.  It may be a good
idea to break up transport and server.  Transport would handle the
above plus the actual shuttling of the data from the client to the
repositories.  Server group would be in charge of architecting the
storage hardware, databases, and perhaps even presentation of the
collated data.
