Comcast tells government that its data caps aren't actually "data caps" (Ars): http://arstechnica.com/business/2014/08/comcast-tells-government-that-its-data-caps-arent-actually-data-caps/ Setting limits on data and charging extra when customers exceed them is precisely the type of scheme that nearly everyone besides Comcast considers to be a "data cap." It's the phrase normal people use to describe wireless data plans with exactly the same type of structure. Comcast has gone so far as to ask for a correction to an article that called the limits "data caps" instead of "data thresholds" or "flexible data consumption plans."
