We do our own testing on FiOS all the time and are very focused on providing what we say we will deliver. This is not inaccurate. I am not that familiar with MLab but most of the other tests that have often been cited, they do not use systems engineered for testing, are usually "voluntary" meaning whoever wants to test does so and have wildly varying results even on tests that are done within minutes of each other. We used SamKnows as did Great Britain and few questioned their results which were very bad. I suspect the problem comes back to DSL in part. It is much harder to ensure good performance with the wide variance in line quality, loop length and so on and that is the technology that predominates in Europe. We still have a lot here too but much of our local network is now DOCSIS 3.0, VDSL or some variant or fiber to the home (20 plus million homes). Vast difference in networks which few have recognized. This report raises many questions that the press coverage hasn't really asked, like how it jibes with earlier reports that showed a greater disparity. I work for the Open Technology Initiative at the New America Foundation where we've been looking into the "validated" data from March and are eagerly awaiting the raw bulk data that should be posted no later than Thursday. The project I spend most time on, day-to-day, is Measurement Lab (with which Lauren has clearly disclosed his early dealings in helping to get the initial partners in the same room) so I am personally keenly interested in understanding why the FCC's report shows different results than our data, sometimes by as much as two fold in the favor of ISPs.
