This report raises many questions that the press coverage hasn't really
asked, like how it jibes with earlier reports that showed a greater
disparity.

I work for the Open Technology Initiative at the New America Foundation
where we've been looking into the "validated" data from March and are
eagerly awaiting the raw bulk data that should be posted no later than
Thursday. The project I spend most time on, day-to-day, is Measurement
Lab (with which Lauren has clearly disclosed his early dealings in
helping to get the initial partners in the same room) so I am personally
keenly interested in understanding why the FCC's report shows different
results than our data, sometimes by as much as two fold in the favor of
ISPs.
