My read on this is that TM pays Google a commission for a new customer (generally 200 last time I heard a number) and pays for that out of the higher per month bill (if you buy the unlocked phone it is about 20 less per month with TM). That would be how TM justifies an ETF to recover the commission - but then there is no justification for Google to charge back for the phone as well of course.
