Since this is already confusing enough, let me clarify one point
(though it doesn't change the underlying numbers).  At this stage,
when you buy an N1, you either pay the full price unlocked or the
subsidized price with T-Mobile contract.  The latter price is $179 on
the Google Web site.  So under this model, unlike the traditional case
where you actually pay the carrier for the phone, you pay the carrier
subsidized price via the Google Web site.

Regardless of which entity you actually pay the initial $179 to, the
early termination calculation appears to come out the same way.

Early termination in the time frame under discussion triggers a fee
of the balance between $179 and the full phone price, PLUS the
T-Mobile early termination fee.  That's how it appears to read, anyway.
