Three contributions 1) This piece of research sponsored by Microsoft shows the value of unlicensed v licensed spectrum- http://perspectiveassociates.co.uk/publications/918 . 2) I assume the monies for the US national broadband plan will be small compared to the monies taken to limit US users of the spectrum capacity over the years. 3) I have applied to the UK Gov authorities suggesting a 2x10 Mhtz from the 2.6GHtz ought to be taken from the 2010 auction process and set aside so a common approach to home cells/femto cells could be adopted. The department of Business Innovation and Skills (BIS - the same department that is charge of all these Henry VIII type laws on internet restrictions) have issued a clarification on 21/12/09 stating sharing spectrum to achieve outcomes is permissable, so the notion of home cells could be developed. A bunch of queries are going out to industry to see if common sense could prevail. This is small in the great scheme of things but I am hopeful of a precedent.
