Apart from the direct compensation issues, an equally important question should be exactly *who* would get their claws into such newly freed spectrum. If it's just going to be another "top dollars takes the prize" auction that Big Telecom will win by hook or crook, without a *serious* public interest, public use component, then the entire exercise could easily degrade into a "how to make AT&T and Verizon even bigger than they are now" debacle. Significant chunks of any new spectrum must be made available for the direct benefit of the public for open access services, and for smaller ISPs (those willing to accept reasonable regulations) who don't have the financial resources to bid against the big boys. I do not BELIEVE that this was "purchased" by the TV industry (although I could be incorrect on this). I thought that it was being used by the Broadcast industry for TV, under requirements to provide "public services" as part of their operations, and since they are no longer using it, the spectrum should belong to the US Government to re-use in whatever way they deem in the public interest.
