I find it ironic that at the same time mobile operators are
continually promoting their moves to higher speed 4G, 5G, and so on,
it's increasingly obvious that investments in backhaul bandwidths just
haven't kept up most of the time.  One wonders if this isn't actually
a form of shell game, where the ultimate plan in some cases is to
sucker people in with flat rate data service, then down the line force
them to measured.

Of course, we've already had one of the big carriers suggesting
something similar would be desirable for their own landline Internet
access services ...

One other note about the BBC piece -- the described page compression
techniques naturally assume that the carrier has unencrypted access to
the users' traffic -- a condition that hopefully will be ever less
common as time goes by.
