Clarification: the text conflating the concepts of a "P2P mandate"
with the wording in Markey's new legislation was not Richard
Bennett's, it was Seth Finkelstein's.  Richard's reply had the same
subject line associated with H.R. 3458, but the specific comparison to
which I objected was Seth's, not Richard's.  Sorry for the confusion.
