Another option for edge systems is RRDtool.  While it requires software to be loaded, it is open source, and designed for collecting time based metrics.  If we ask users from different ISPs to participate and install RRDtool, we could set up a central server for collecting the data.  I like this solution better than SNMP, given the security concerns.

There well may be other packages out there that are more suitable or are front-ends to RRDtool.

We presumably want to move toward purpose-built data gathering software
and systems as rapidly as possible, but SNMP is available right now
and does have real value from both an R&D and operational standpoint.
