A quick Wikipedia calculation http://j.mp/wikiblo (This message on Google+) - - - The Wikipedia Elite in Action: Something like 2 billion people use the Internet. Wikipedia says that around 1800 people participated in a vote to blackout the English language Wikipedia globally. Talk about the 1%! That's (unless my calculations are faulty) the actions of the .00009% imposing their will on the world. Now that's democracy in action. NOT. Yes, Wikipedia will be back, and will have accomplished nothing good. Washington will be flooded with calls and emails, Congressmen (who by now are mostly already pretty well versed on SOPA and PIPA) will be irritated, will nod about the protest, but will relegate it to the same garbage can as most every other mass protest and mass mailing. Personal mail from constituents matters to Congress, mass protests of this sort (quite appropriately in many cases) do not.
