Let's not forget that many non-rich people, whose numbers are
increasing, use prepaid phone service.  Many prepaid phone plans are
pay-by-the-minute.  HR 3035 continues the tradition of "make the rich
richer and the poor poorer".

If by some miracle they could make sales calls to cell phones opt-in,
who would opt-in?  Maybe sales people who want to learn first hand how
other sales people try to sell to angry people.
