[ NNSquad ] Ofcom erroneusly publishes instructions on how to work around site filtering

they published the pdf of a study (dated may 2010) re. filtering content 
on the web which contained, for each type of filtering technique, 
explanations and examples of how users can easily work around them.

these parts are covered with black stripes, so they are unreadable on 
screen or print, but the original document allowed for cut & paste of 
the underlying text.

now they changed the document on their site (dating it may 2011), 
disabling cut&paste
