Pakistan is trying to ban the use of encryption, including for VPNs, as part of the implementation of a new telco law (pdf) which requires telcos to spy on their customers. Obviously, encryption makes that tougher, so the response is just to ban it entirely." - - - An actual reading of the law ( http://j.mp/npFL6y [Pakistan Government [PDF] ) is not entirely conclusive. Section II-4-(6)-(a) requires the "Capability to monitor, control, measure and record traffic in real-time" but does not explicitly address encrypted traffic.
