Well, perhaps an analogy will help.  Suppose that the government required
you to sell any $20 bills you possessed for $19.  You might find lots of
customers but you might also find that when you were in the bank you asked
for $10 and $50 bills and tried hard not to get any $20 bills.  Doing so
would avoid dealing with a "source of revenue" but I bet you would avoid
getting any $20 bills.
