Executive Summary: Governments around the world have become frustrated
by their inabilities to control their populations' access to
information on the Internet as easily as was traditionally possible in
the pre-Internet era. Their new hopes for regaining control are the
micromanagement and censorship of search engines such as Google,
through the criminalization of Web page linking, laws limiting the
ability of Internet users to upload content, and related attacks on
free speech and the open dissemination of knowledge.
