This issue is bigger than the regulators realize. Like 911 and other "traditional" services there is a concept of state and awareness that is not inherent in packetized services. In California the cities are looking for billing and the California Public Advocate thinks every Internet based solution is the same as VZ or ATT. The implications are that like Marconi vision for Radio the access network will be the choke point of innovation. Rather than the end point enabler that it has been from the beginning of the Internet.
