on the other hand, blocking of a TLD may prove to be unreliable since one can always get another domain name (even one that isn't mnemonic) and point it to the right IP address. Blocking at IP level has the opposite problem: one can have the same domain name assigned multiple IP addresses to avoid IP blocking....

This is already happening, with .il already being blocked by some countries.
Ultimately, a country's sovereignty overrules everything else. On a
personal note, we might not be happy about this, but it would be naive
to think otherwise.
