But a new report suggests that nations are slowly turning ISPs into
the off-duty information cops of the world. Eager to placate
politicians in order to achieve their own goals (like the selective
throttling of data), networks are cooperating with governments looking
for easy, informal solutions to difficult problems like copyright
infringement, dangerous speech, online vice, and child pornography.
