FCC wants "net neutrality violations" detecting apps

Unfortunately, it is extremely easy to misinterpret innocent technical
artifacts as purposeful blocking or other subterfuge, especially over
relatively short periods of time (even experts can fall for this).  At
least 75% of the reports I get from people who think they've observed
a (for example) DNS violation, are clearly the result of
misinterpretation of ordinary traffic flow variations or locally
misconfigured systems -- or just lack of knowledge -- and do not even
warrant detailed follow-up research.  "Crowdsourcing" can help somewhat,
but since traffic issues can vary so much on a local basis it's still
very difficult.  I expect the FCC to be faced with very large numbers
of false positive reports.
