Free Internet over WIfi in Argentina begins by the end of the year,
starting in Buenos Aires City.

How does Network Neutrality relate to this?

"Eduardo Thill, subsecretario de Tecnologías de Gestión de la Jefatura
de Gabinete, dijo que el objetivo es cubrir toda la ciudad a fines de
2011. Permitirá acceder al correo electrónico, navegar diarios y
chatear. Y será gratuita."

Eduardo Thill, subsecretary of Management Technologies of the Chief of
Ministry, said the objective is to cover the entire city by the end of
2011. It will allow access to eMail, newspapers, chat, etc. And it'll
be free.

"A fines de este año, casi la mitad de la Ciudad de Buenos Aires
tendrá Internet gratuita en los lugares públicos, dijo a Tiempo
Argentino el subsecretario  de Tecnologías de Gestión de la Jefatura
de Gabinete, Eduardo Thill. “En este momento estamos en la fase de
verificación técnica y administrativa para contratar las estructuras
que nos permitan empezar a ‘iluminar’ a toda la región metropolitana
con WiFi”, señaló el funcionario."

By the end of this year, almost half of Buenos Aires city will have
free Internet in public places [...] 'Right now we are in the
administrative and technical verification phase, to hire the structure
that will allows us to 'illuminate' the whole metropolitan region with
Wifi' [...].

(I, personally, love the idea, but I think Wifi will end up being just
a part of it, with wired connections over electrical grid or something
in the future, I hope)
