For an excellent overview of the ASCAP and their "representation" of artists, I recommend reading Harvey Reid's article http://www.woodpecker.com/writing/essays/royalty-politics.html . He's a professional singer/song-writer/performer, if you've ever used Apple iPhoto's "slide show with default background music" feature, you've heard his music.

I've been personally impacted by ASCAP when a bookstore which used to host monthly fiddle jams had to shut down the jams because ASCAP wanted yearly payments just in case one of the fiddle tunes happened to be protected. Needless to say, even if a tune had been licensed by ASCAP, the artist would never have been reimbursed.
