While I don't wish to argue against the points made, here, allow me to clarify the situation a bit. *One* Canadian carrier has applied to charge its downstream bulk ISP clients usage sensitive rates. The CRTC (which doesn't create legislation) has decided to allow them to, provided that they don't create an uneven field by selling, to their own retail customers, all-you-can-eat plans. At this point, I'm not certain that Bell has announced what it plans to do, in view of the decision. They can stay as they are, or they can start selling, to everyone, on a usage sensitive basis. They will have to decide based on what they think makes sense in terms of business, bearing in mind that they will possibly be competing with AYCE plans from other carriers. There is no societal policy involved, as there are other carriers. (Although presumably this decision means that the other carriers would have the same options.)
