It's not really ISPs; PolyCipher is a "conditional access" (in other words, DRM) company that presumably comes from the TV side of the cable companies. There's nothing technically interesting in the paper; it implements exactly what Mike Freedman from Princeton and countless Slashdotters have suggested over the years <http://www.freedom-to-tinker.com/blog/mfreed/erroneous-dmca-notices-and-copyright-enforcement-part-deux>.
