[ NNSquad ] Could Internet attacks trigger a military strike?

No, this isn't a scenario from the putrid 1983 film "WarGames" -- but
some of the reasoning described in this article, particularly like:

  "In an extreme case - evidence that an adversary was about to launch an
   attack intended to shut down power stations across America - some
   officials argue that the right response might be a military strike."

sounds like a challenge to bored computer-literate, antisocial
basement dwellers and various terrorist groups alike.  What could be
more gratifying to some such folks than a "Joe Job" that triggers the
actually dropping of heavy ordnance on an uninvolved country?

Of course, nobody would ever really consider the possibility of at
least trying to isolate power station control systems from the public
Internet.  That would be too inconvenient and expensive.  Right?
