Good points and bad ones, but too much wiggle room for the Bells and ISP's. The other parts like notification are fine, but the overall protection of customers speeds can be tinkered with by merely saying "all other measures" didn't work. With the legacy of Bells lying thru their teeth as Lauren mentioned in a post earlier today, this does NOT amount to much protection of the consumer as I read it, I see way too much wiggle room to continue lying. I'm certain a bought and paid for bill like this will emerge in the US as well, as the graft will flow, and it will take us 10 years to fix it.
