[ NNSquad ] Recent "Traffic Pumping" filings with FCC (background to AT&T vs. Google Voice) 

Here are a pair of filings made with the FCC recently regarding the
"traffic pumping" controversy.  These do not specifically relate to
the AT&T vs. Google Voice saga, but provide useful background "flavor"
on the overall state of the interexchange compensation story that is
