WASHINGTON--A federal appeals court tossed out the Federal Communications 
Commission's 30% ownership cap on cable companies Friday, citing increased 
competition in the pay-TV market. The decision paves the way for Comcast 
Corp., which challenged the cap, and other large cable operators to expand.
