[ NNSquad ] China filtering software still required - and 10K snooping volunteers

It appears that despite previous reports to the contrary, China is still
insisting that their dangerously flawed (and just plain stupid!) 
filtering software be included on all PCs.  

Also, the city of Beijing wants to recreate 10K volunteer Internet
snoops to monitor content.
