Lauren,

While this seems to address the major neutrality concerns, it would be nice if they would address the transparency problems with their nebulous language. Who is being targeted, for how much bandwidth use, and what exactly will happen to them after said usage.

I wonder if it would be helpful to develop some sort of guidelines/techniques for traffic management that we would approve of. I'd focus on full disclosure, scaling available bandwidth of the link back, not the QoS of the subscriber, and making it easy for subscribers to modify their behavior to avoid peak hours.

I'd also like to know if the use of comcast's own content services will count towards totals for their definition of disproportionate use.
