Very interesting discussion - thanks!

Just one more angle - even though TW is modulating their bandwidth across different services, this cap could still be twisted to encourage end users to use their exclusive VOD or equivalent IP content. There was a legal precedent for this some time back - where cable companies tried to privilege their own channels over other entrants vying for carriage (the problems of a carrier as a content producer). Finally - what of IPTV systems like AT&T, how would this same scenario play on that type of network delivery system - would it be more obviously a net neutrality issue?

    this topic.  That is, in IPTV systems like AT&T's U-verse (assuming they
    get those 17K batteries replaced so that the VRAD cabinets don't get into
    the habit of exploding) how will network neutrality issues enter into the
    picture when the ISP's video offerings are an integrated portion of an
    essentially unified broadband bit stream that also includes external
    Internet communications?

    By the way, while U-verse is not yet active in my area, AT&T seems to be
    installing what appear to be rather bulky external fans over what I
    believe is the original intake air vent on some local VRAD units here in
    my neck of the woods.  Perhaps overheating may be another issue with
    these units.  And it can get *hot* here during the summer.
